One thing that could cause this sort of behavior is if uucico (which
should also be setuid) is owned by a different uid than uuxqt is.
They need to run using the same uid, since the uucico'd files are
readable only by the uucico owner.

The installation program in Taylor UUCP 1.04 sets the following programs
to be setuid to owner uucp: uucico uuxqt uudir uux uucp uustat uuname cu

Also make sure that the owner of these files is the same as the owner
of the /usr/spool/uucp directory and its contents.
