I might want a modem other than the first to be the primary.
How about first have a set of names that identify all modems:
/dev/modem0
/dev/modem1
/dev/modem2
etc...
And then make /dev/modem point to whichever of these is "primary".
For those with only one modem, the have /dev/modem and /dev/modem0
(if 0 is the appropriate number).
