I've been lurking around this newsgroup, and I hope you don't mind
my opinions here. :-)

IMHO, I think that a good split might be this:

comp.os.linux (same, don't remove, misc. discussion,
                                 advocacy, etc.)
comp.os.linux.announce (same, keep it moderated)
comp.os.linux.questions (General questions about S/W, H/W, etc)
comp.os.linux.development (Questions/Answers for those contributing
                                 to the linux effort)

And maybe:

comp.os.linux.bugs (???)

The c.o.l.questions would handle the newbie, and semi-newbie questions,
and not stereo-type the group. The c.o.l.development would be somewhat
ambiguous but attract a hacker crowd. This would be a more conservative
approach and might be a more easily ratified one.
