I had the same problem, and it took a while for me to discover
that my /usr/local/lib/elm/elm.rc wasn't readable by anyone
other than root. Make sure you do

  chmod a+r elm.rc

so everyone can read it. As I found, if the file exists but
isn't readable, elm won't complain or tell you about it; it
will just ignore it.
