I noticed that when a user logs into a VC, the file and group ownership
of the applicable /dev/tty device changes to match the user.

However, I also see that when the use logs off, the owner is corrected
back to root, but the group still remains where it was. Isn't this a
bug?? If I want to prevent login simulation programs and disable r/w
for "other", a user login and logout will change the group so that access
can occur via the group. Whatever process is doing this should
"memorize" the file owner, group, and permissions and then restore
them on exit. Also, startup should correct them all
(in case a crash occurred).

Also, why does it do this in the first place? Doesn't this conflict with
intentional settings of ownership and access permissions on that device?
I don't believe I've seen this behavior on other U*IX systems.
