Unfortunately the exact procedure depends upon the system on the other
end, and the configuration of your campus net. That's why the file
recommends that you talk to your campus network staff. Have you tried
that? The information in READ.ME is exactly what an experienced
networking person would need to help you.

This should be unnecessary. At least if your campus system supports
bootp for SLIP.
Now, when

I suggest first trying "telnet [a.b.c.d]", giving the actual IP
address. This sounds like the only problem is hostname lookup. It
would be useful to see if the system is working otherwise. "domain
suffix" defines a default that will be stuck on the end of unqualified
names. You'd use msu.edu. So if you type lbs, it means lbs.msu.edu.
The critical thing is the domain address command. It's going to be
pointing to the address of your campus domain server. The support
people you are working with on your campus should be able to tell you
the correct address to use.

That depends upon your campus. They may need to use an IP address.
However that's going to be different each time you dial up (probably).
We assign names to each dialup line, e.g. tiptop-slip-xxx.rutgers.edu,
where xxx is the phone number. I have no way of knowing whether your
campus does or not.
