        At least in the SLS configuration, you need to edit the
/etc/login.defs file. Look through it and you will see an entry for
allowing root logins on various devices.

        I'm not sure if there's a way to do it with the login program
(maybe by inserting the proper control character into the /etc/issue
file?), but I accomplish it by creating a .logout file (or equivalent,
depending on your shell) in which I clear the screen.
