There is no Motif spec, per se. There is the style guide which will
get you kinda sorta most of the way there. There is the OSF
implementation, which isn't exactly what the style guide says it is,
and there is the fact that the style guide is written to match the
implementation, not the other way around. And that's just the look
and feel. I have no idea if the API is better documented or not.

All in all, it is very hard to write a 100% compliant Motif toolkit
from the ground up. Not impossible, but very hard.
