Windows 3.1 uses VCPI if it's available. Otherwise you'd *still* be seeing
all the Quarterdeck ads showing Lotus refusing to run under Windows 3.0... if
VCPI is active all protected mode programs must use it or they won't be
permitted to switch to protected mode.
