I'd like to thank everybody who sent me pointers to documentation and
polite notes telling me about using the SETUP mode, "clock -u" and
/usr/lib/zoneinfo/time.doc.

Who do I send patches to man pages to? The date man page should
contain a "SEE ALSO" so that people could be pointed in the right
direction?
