Isn't this a feature of the kernel? At some point (I don't remember
when), the Linux kernel switched over to allowing the variable
SVGA_MODE to be set in the kernel Makefile. The distributed kernel
sets SVGA_MODE to 1.
Personally, I think this is a great feature. I can tell the kernel to
reboot without requiring physical input. If Linux is ever to be used
in a setting with multiple PCs, I can imagine the problem after a
power failure ("Whose job is it to come in on Saturday and type in 01
at all those consoles?").
