Subject: problem to use fdisk after booting with a1 disk?

I got a copy of SLS1.02 from tsx-11.mit.edu and tried to install it on
a 486 machine. The computer did start up with a1 disk and I can log in
as root. The problem is that I could not use fdisk to creat partition
for linux. The error message is /etc/fdisk: permission denied. I used
chown and chmod, but fdisk still does not work. The following is the
message while the system started up:
   ...........
   done
   VFS:Mounted root (minix filesystem)
   Linux version 0.99
   INIT:version 2.0 booting
   /etc/mount:Permission denied
   INIT: Entering runlevel;4
   Softland Login: root
   /etc/profile: No such device
   
   #fdisk
   /etc/fdisk: Permission denied

I am desperate to complete the installation. Any suggestion is highly
appreciated.
