Subject: X setup problem

I am having problems with X-Windows. As root I can use X without any
problems, however, a user can not initialize X. When I try to run
X as a user I get the following error message:
        Setting TCPSO_LINGER: Protocol not available
        no SIOCGIFCONF yet
        X386 V 1.2/X Window System [linux Version 1.1 8514/A alpha]
        protocol Version 11, Revision 0, Vendor Release 5000
        ibm8514

        Fatal server error:
        cannot obtain required I/O privilege level
        giving up

Can anyone help me fix this problem? I am runnung Linux .99pl9 installed
from SLS 1.02. For X Windows I am using X8514. My system:
        Gateway 2000 486 DX/33 (Running DX/2 66 overdrive)
        ATI Graphics Ultra w. 1 MB VRAM
        20 MB RAM
