It is actually the number of white mice on pogo sticks required to give
off the same amount of heat as your CPU.
Seriously tho' - it calibrates the delay fcn in ./include/linux/delay.h
so that if you divide the arg passed to it by "loops_per_sec", you
will actually have a time value. Also note the other addition to delay.h,
noted in the release notes. (see below.)
