I think Tcl/Tk would be a fine base for that (getting quick results).
I already think for a long time about a tool for handling password entries.
This should do such things as adding/deleting/modifying password entries,
selectable from a list browser.
Another tool could set up these hundred network configuration files.
For me, it took a long time even to configure my loopback device on my isolated box, so that
talk,ping, acm and some of the other server/client games worked.
