I would like to thank everyone who have sent or posted answers to my request
about elm problem, and to post a summary.

Many people suggested that I have a smail configuration problem, however,
that was not the fact, because the original trouble was noted when a caller
wrote a message to root using /bin/mail, that is, interacting with recipient
mailbox without smail.

The problem was in two things:

1) original /bin/mail doesn't form domainized From: line in message if it is
from foo@tctube.spb.su to bar@tctube.spb.su -- replacement with wonderful
mailx5.3b fixes that.

2) elm configuration problem: it should be noted that:
   a) there are in fact two *rc files in /usr/local/lib/elm - elmrc AND
      elm.rc, or so I found at least.
   b) hostname-related statements should be put into
      /usr/local/lib/elm/elm.rc and domain names must _NOT_ start with a dot
   c) there is an alternative way: create file /usr/local/lib/elm/domain,
      containing your domain name starting with dot
