We have here a notebook with a Dlink ethernet pocket LAN adapter,
running Linux 0.99 at patch level 10 (with the 2nd Alpha patches)
and libc 4.4.1 with gcc 2.4.5. When the kernel boots, it reports

     No ethernet device found.
     dl0: D-Link pocket adapter, Ethernet Address 00:80:C8:70:E3:F9

It is not automatically connected to /dev/eth0. The iflink command
might help, but it seems to require a stream on the command line,
though it is not clear from the man page what the stream might be.
The net-2 FAQ contains no specific information for this device.

Can anyone explain what is wrong?
