We tried fdisk /mbr with dos 5.0 ( dos typically isn't case sensitive ) and this did not work. We finally ran setup ( or whatever ) from the msdos 5.0 distribution disks and did a new install. This did the trick. Much better than a low lever format -which is not recommended ( and hard to find software to do ) on an ide drive.

If anybody knows of another way, pass it along.
