alt.sources has something similar to this. It tends to generate
flames (in public) from the people who receive the reminders. It
might work if we had a few volunteers who would post or mail an answer
to each question covered by the FAQ or other docs and point out the
answer (but not actually tell the answer), with an offer to help the
asker to get the FAQ or docs if necessary.

No, I'm not volunteering. I have my doubts if anything short of
execution solves the problem.
