Subject: apropos broken cause not readable!

As shipped, apropos only works for root. After saying chmod +r, it
works for anyone. I'm sure I don't know why it need reads (in
addition to execute) permission. Does anyone know? Will I need to
make this change to other files in /usr/bin?
