Well, it's a LIBRARY - you write programs with it, get it ?
At the moment, you can get dpg-view, which is a gif viewer that uses the vgalib, but is
restricted by it to std. VGA (plus tweaked modes up to about 320X400 or so), so it's not
great for big GIFS (though it does scale everything to fit the screen)
Apart from that, it's up to you to do something useful with it !
