The problem here is that LILO can't boot DOS from the second hard disk.
I've heard rumors that it should be possible, but I never got it to
work. (chain.S contains some code for it.)

You need a DOS partition on the first disk. Then the section in
/etc/lilo/config would look like

other = /dev/sdaN # N being the partition number
    label = dos
