There's no manpage included with Linux for uugetty and the manpage for
getty is a bit thin. The info in the FAQ on setting up a modem for
dial-in use is next to useless on setting up /etc/gettydefs and
/etc/inittab. First, here are the relevant gettydefs and inittab
entries:

gettydefs:
19200# B19200 CS8 CRTSCTS -CLOCAL # B19200 SANE -ISTRIP CRTSCTS #@S login: #19200

inittab:
c6:456:respawn:/bin/uugetty 19200 modem

The system seems to ignore CD...when uugetty fires up, it immediately
sends /etc/issue and a login prompt, instead of waiting for someone to
call. What do I need to include to get the modem working properly
with the system?
