Easy enough,
As far as I can see you need to get x11emacs because the normal emacs does not
open a window of its own (why should it its a terminal programm).
So just ftp x11emacs and aoure there. As far as the cursor keys are concerned
do M-x describe-key press the cursors and change the configuration file accordingly.
Mind you I`m a rookie but that might still be it.
