Remember the bootdisk/rootdisk combination?

I am trying to make a bootdisk/rootdisk combination WITHOUT LILO! Mind
you I too DEPEND on LILO, but only on HD. My bootdisk/rootdisk combination
works pretty well, but I can't get /etc/rc to execute at boot time. After
I put in my 2nd disk (rootdisk) and press enter, I get:

  init: exec rc failed
 
Why???

This much I DO know:

  1) This is the same "init" and "rc" I use on my hard disk
  2) My Linux Makefile has "ROOT_DEV" commented out, thus defaulting
      to FLOPPY
  3) I can login OK, and SCSI tape backup works fine - just /etc/rc
      seems to fail
  4) The bootdisk was created with "make disk"
  5) This has nothing to do with the version of Linux - I have had this
      problem for some time now

BTW- the reason I want separate bootdisk/rootdisk is to fit more files
     on rootdisk. Sure would be nice to have a "network rootdisk" and
     install Linux via ftp, the way 386BSD does...
