Subject: Problem logging in

I recently set up Linux 0.99pl4 and can no longer login as root or as
any of the user accounts. Whenever I try to login in, I get a message
stating:

utmp not found. Must "login"...

Does anyone know what may have caused this problem and what the solution
might be?
