I disagree. I've been happily compiling (from within GNU Emacs, no
less) with 4 MB + swap for ages. It's not a speed demon, but
definitely more than usable.

An important point to consider when reading recommendations about what
barely works and what is needed for comfortable use is that different
people have different definitions for these. For me, 4 MB is enough
for comfortable compilations (+ kermit and/or tetris on the side), and
even almost comfortable for the X use I need (xdvi, mostly).
