It would be useful if you described your hardware in requests for
help. But in this case I think your problem is in trying to use the
SVGA X server (the color one) instead of the monochrome VGA server
with your VGA screen.
I've gotten Xmono (note -- that's the monochrome _not_ the color X
server) to work on a Keynote 486SLC laptop with a 10" 640x480 64 gray
scale LCD. There was almost no problems with setting it up. You
should note that most laptop LCD displays work better without
horizontal refresh "front-porch" and "back-porch" scan
delays in the Xconfig file, and some may not work _with_ such delays.
You'll have to put the delays back in if you sometimes use an external
monitor.
