I had to take out all my cards before I concluded it was my motherboard
that was the problem. It had a jumper set wrongly. (set for SX rather
than DX). Even then it wasn't _just_ the wrong setting, it may have had
some BIOS setting wrong as well, or it just may have been flaky.
  A friend of mine had to replace his harddrive/multi I/O
card before his worked. Just keep trying. First you may want to
take a Linux boot disk into the place you bought your machine
from and try it there.

It's a process of elimination.
