I'm pretty sure this is a permissions problem. See what the
permissions on the serial line, and look for anything which is setuid
root (X server??). I had a problem in commercial UNIX with Kermit on
this stuff, and as I recall it's when the UID != EUID, but I'm not sure
what part of the system causes this.
Note this is a guess, even though I have seen a similar problem under
other circumstances.
