You could let everybody log into a running term with an appropriate
global (i.e. in /etc/profile or similar) TERMDIR definition, e.g.
TERMDIR=/usr/local/lib/.term
but that would let every user log in to the UID term is running under
(root, in this case) which is definitely not what you want to...

Instead, use tredir as follows:

(provided the term host is 'bigred' and the Internet host is 'iraul1',
any similarities to actual machines absolutely incoincidental :-)

on bigred: tredir 2300 iraul1:23
on iraul1: tredir 2300 23

This will allow any user on iraul1 (in fact any user on the Internet)
to log in to bigred with
 telnet iraul1 2300

and any user on bigred to log in to iraul1 with
 telnet bigred 2300

and it will work like the usual telnet, i.e. with login/password
prompt.
