I had the same problem. In order to get the arrow keys to work under
X-windows emacs (in regular emacs in fact), I had to import? the file
vt100.el or .elc, I'm not sure. I read it in a random piece of
documentation. If you're emulating another console type, you might want to
use a different file. This file should be where the rest of the lisp files
are. The only problem I've encountered is that my backspace key still
responds as a Ctrl-H, instead of as a delete key.
