I had this problem too, when I updated from 99pl5 to 99pl6, and it did not
go away with any newer version. I suspect, that old /etc/getty,
/etc/init and/or /etc/login break with the new kernel versions.
I got the shadow.tpz from one of the SLS - a disks (I think it was A4),
installed it (using the old kernel), and everything became working again.
