That is a permission problem. Read /usr/doc/nn6.4.18/PROBLEMS !
First be sure that /usr/local/lib/nn
looks like this:

Then you have to correct the permissions of NN's database,
simply type:
chown -R news /usr/spool/nndb
chgrp -R news /usr/spool/nndb
chmod -R 755 /usr/spool/nndb
