Never having done it, I'd guess it would be done like this:

        mkfs /dev/fd0H1440 1440

This creates an empty filesystem. You can then put all the things you
need on it in order to be able to make it usable as a root filesystem
and to do fsck on your hard disk partitions.

An easier way would be to use HLu's bootable rootdisk, or even the A1
and A2 disks of SLS.
