You probably don't have the zoneinfo-files installed, so the system
doesn't know what it's supposed to do with a CST6CDT. Get the
time-binaries and install them, should solve your problems:

                  tsx-11.mit.edu:/pub/linux/binaries/usr.bin/timebin.tar.Z
