Yes, yes, and the "init" process is also, by definition, a "terminate
and stay resident program." As is the kernel. "TSR" is such a vague
and general term, by itself, that its only useful functions are to
describe a certain type of DOS utility program, and to make Un*x bigots
react negatively, without thought.... :-)
DOS TSR's do have one general characteristic, though--they have access
to a lot more of the system, under DOS, than the average process does
under UNIX. I would tend to classify this as a bad thing, in that the
more access to system internals one has *directly*, the less portability
exists, and the more feasible it is to (accidentally or on purpose) void
system integrity.
