I have a program that was posted long ago by Rick Faith called "kbdrate".
It sets the typematic speed and delay of the keyboard without having to
shutdown or do any other nasty tricks. It was written for pre-0.96, but
seems to work fine with 0.98 pl1. Look on tsx-11.mit.edu or other fine
ftp sites near you; if it's not there, I can post it (if there's interest)
or mail it to you.
