OK, I've found and fixed the bug!!
(For people tuning in late, I managed to get Ingres compiled and
installed, but it wouldn't print out numeric fields).

You need to edit ctlmod/main.c, and change the declaration of Out_arg
to be extern, otherwise gcc puts it in bss, and doesn't connect it
with iutil/out_arg.c:Out_arg
