The list/c.o.l. news group may not have split, and may never split, but there
are many lists for the discussion of various topics under linux.
I know of two, linux-man, and linux-serial.
For one thing, the linux-serial list is a little quicker in that it isn't
a digest, also, it help to keep from flooding people with stuff they don't
particularly care for.
As far as I know, anyone that wants to can set up their own list,
but they ought to check with their sysadmin first.
