My 2 cents on this is:
Since Linux in still very deep in development stages, code combiming
should be done much later on a much advanced system. If you combine
all the code, then when something breaks
1) It is easier to fix when parts are separate.
2) Less things are effected by such a bug.
For ease of programmer (Like Linus), wait til you got it ALL working right.
