I received some time ago a notice that voting was to have been
finished by some date in February. I received the notice after
the concluding date it contained. Who sent that out, and did
anyone else fail to vote because of it?
If you're talking about the CFD sent out by arl, you must have
misterpreted it. It stated that the _discussion_ period would be over
by Feb. 18, and that the voting period would begin shortly thereafter
and run for a month, per the Usenet newsgroup creation rules. The
voting period ends at 11:59 UTC, 21 March 1992.
If you received some other message, it was mistaken; I don't remember
seeing any such message on alt.os.linux or on the mailing list, however.
