No, Windows provides all the interesting components of an operating system.

It's a REALLY REALLY BAD operating system, mainly useful as an object
lesson in how not to design software for future growth, but it *is* an
operating system.

Well, yes. That's like saying a Caddilac is a better car than a rusted
